How These Charts Were Built

Data Sources:

  • Voter registration totals from official state election offices
  • Voting-age population estimates from the U.S. Census Bureau’s CVAP tabulation

Methodology: Registration rates were calculated by dividing total registered voters by the estimated voting-age population for each county. Where racial breakdowns were available, Black registration rates were compared directly to Black voting-age population. Averages were derived across selected counties to illustrate structural exclusion and civic potential.

This scorecard tracks how members of the 119th Congress voted on the George Floyd Justice in Policing Act and related police reform legislation — spotlighting their role in shaping or stalling accountability.

We evaluate each member based on:

  • Votes on the George Floyd Justice in Policing Act (GFJPA)
  • Sponsorship of police reform legislation
  • Public statements on police violence, qualified immunity, and federal oversight
  • Alignment with community demands for justice and transparency

This table complements our fatal encounters database by showing who in Congress is working to prevent the next tragedy — and who is not.

The table includes verified votes, bill sponsorships, and public statements from key lawmakers across Southern and high-impact districts, including confirmed co-sponsors and vocal supporters of the 2025 reintroduction (H.R. 5361).

This is not just a scorecard. It’s a record of who showed up — and who didn’t.

We start here to spotlight the intersection of regional power and national justice, and to align with our existing infrastructure — including ZIP code lookup, district overlays, and legacy-driven scorecard logic.

But this is only the beginning.

This scorecard includes verified votes, sponsorships, and public statements from key members of the 119th Congress — including Southern lawmakers, high-impact districts, and confirmed co-sponsors of the 2025 reintroduction (H.R. 5361).

Expansion is ongoing. Additional entries will be added as votes are verified, statements are documented, and accountability ratings are finalized — including:

  • All House members who voted on the George Floyd Justice in Policing Act
  • All co-sponsors of the 2025 reintroduction (H.R. 5361)
  • Senators who made public statements or blocked reform
  • Accountability ratings based on votes, sponsorships, and public engagement

Our goal is to build a national ledger of police reform accountability — district by district, vote by vote.
